Rezonings are about race.
We are calling on the City of New York to study Racial Impacts by requiring a Racial Disparity Report in the Uniform Land Use Review Procedure (ULURP) process required for rezonings citywide. Including a Racial Disparity Report in this process is the first step in undoing the harm caused by over a century of land use policy rooted first in overt racism and then shielded by color-blind language. Proposed legislation (Intro 1572-A) would force the City to study and disclose how their rezoning plans disparately impact residents along racial lines in neighborhoods across New York City.
